On October 20, 2020, the European Commission announced a pivotal initiative in the fight against climate change: the adoption of a new “Methane Strategy.” This move is a significant advancement towards the commitments outlined in the European Green Deal and the Paris Agreement.
The communication delineates a comprehensive strategy aimed at curbing methane emissions. This is a critical component for the European Union (EU) to realistically achieve its established global climate targets. The EU has pledged a resolute commitment to combat climate change, aspiring to attain climate neutrality by 2050. This includes a proposed reduction in greenhouse gas emissions by a minimum of 55% by 2030, necessitating up to a 37% decrease in methane emissions within the same timeframe.
In 2021, the Commission is set to introduce a legislative proposal mandating compulsory measurement, reporting, and verification for all energy-related methane emissions. This legislation will also encompass obligatory enhancements in leak detection and repair (LDAR) for all fossil gas infrastructure, and similar structures involved in the production, transportation, or utilization of fossil gas. A primary focus will be placed on flaring efficiency to address emissions from venting and flaring.
Latest Update (7 December 2023): A proposal for a regulation of the European Parliament and of the Council has been put forward. This regulation focuses on reducing methane emissions in the energy sector and amending Regulation (EU) 2019/942. The final compromise text is under analysis with an expectation of approval in Q1 2024.
